THOMAS, Justice.

The question raised in this case is whether the Public Service Commission (PSC) has been authorized to regulate the publication of an advertising directory by The Mountain States Telephone and Telegraph Company (Mountain Bell). PSC concluded that it has been invested with such authority, and it ordered Mountain Bell to rescind a transaction, pursuant to which Mountain Bell had transferred the directory publishing division of its business to a sister corporation, and thereafter to submit the directory publication to competitive bidding.
