This is a suit to enjoin the collection of assessments for a street improvement, based upon the alleged nonobservance of certain charter regulations in doing the work. In the view we have taken of the controversy, it will be necessary to discuss such questions only as may pertain to the notice attending the resolution of intention to make the improvement.
