Before the court are the following motions: (1) Plaintiffs motion for partial summary judgment and a permanent injunction; (2) Defendant’s motion for summary judgment; and (3) Plaintiffs supplemental motion for partial summary judgment. The parties have briefed the issues, and the motions are ripe for disposition.
