SILVER, District Judge.

This action arose from two patient complaints filed with the Arizona State Board of Chiropractic Examiners (“Board”) against Plaintiff. As a result of these complaints, the Board revoked Plaintiffs Arizona license to practice chiropractic medicine. Subsequently, pro se Plaintiff filed this action against the State of Arizona, the Board, the individual members of the Board and their spouses, and his two patients.
