Carroll Maas (claimant) appeals from an award of the Labor and Industrial Relations Commission (Commission) denying him relief from the Second Injury Fund for injuries he sustained on September 5, 1991 from falling down a flight of stairs while on a business trip in Portland, Maine. Claimant claims the Commission did not properly affirm or adopt the Administrative Law Judge’s (ALJ) decision and therefore failed to make findings of fact and conclusions of law.
