The plaintiff, a resident and taxpayer of the city of St. Louis, brought this suit to restrain the city, the Majmr, Comptroller and Treasurer, from issuing and delivering certain bonds voted upon at an election held in St. Louis August 7, 1928, the date of the regular primary provided by law.
An ordinance was passed providing for the submission of a proposition to the voters of the city of St. Louis on August 7th, the primary day, to issue bonds in the sum of two million dollars for the acquisition, improvement and development of land for an airport with the necessary landing, field buildings,…
