This action was reserved by the Superior Court on a stipulation of facts requesting an answer to one specific question. That question is: “Does Section 9-167a of the General Statutes, as amended, apply to the Board of Tax Review of the City of Hartford?” The statute mentioned is the so-called “Minority Representation” statute, and it is obvious that an answer to the question propounded is sufficiently in the public interest so that this court is justified in entertaining the reservation.
