Alexander Grigorievich Uritsky contests a decision of the Board of Immigration Appeals (“Board”) that ordered him removed from the United States. In 2002, Uritsky pleaded guilty to one count of third degree sexual conduct in violation of Mich. Comp. Laws § 750.520d(l)(a). He received a sentence of probation and a designation of “youthful trainee” under Michigan’s Holmes Youthful Trainee Act (“YTA”), Mich. Comp. Laws §§ 762.11-16.
