Plaintiff Chang Chun Petrochemical Company Limited (“Plaintiff’ or “CCPC”) contests the final determination by the United States Department of Commerce (“Defendant” or “Commerce”) in the investigation of an antidumping duty order on polyvinyl alcohol (“PVA”) from Taiwan.
