MILLER, Associate Justice.

The Small Claims and Conciliation Branch of the Municipal Court of the District of Columbia was established by the Act of March S, 1938. The act provides for simplified methods of service of process as alternatives for service by the United States Marshal, i. e., “by registered mail with return receipt; or by any person not a party to or otherwise interested in the suit, especially appointed by the judge for that purpose.”

In the present case an attempt was made to serve process of that court upon appellant, defendant below, by sending to her a registered letter…
