Plaintiff Claudette Phipps (“Phipps”) brings this qui tam action on behalf of the United States against Comprehensive Community Development Corporation, d/b/a Soundview Health Center (“CCDC”), Nonprofit Community Resources, Inc. (“NCR”), Pedro Espada (“Espada”), Sandra Love (“Love”), Kenneth Brennan (“Brennan”), Esther Hill (“Hill”), and Maria Cruz (“Cruz”), each in their official and individual capacities pursuant to the False Claims Act, 21 U.S.C. § 3729 et seq.
