Plaintiffs, Koyo Seiko Co., Ltd. and Koyo Corporation of U.S.A. (collectively “Koyo”), challenge the Department of Commerce, International Trade Administration’s (“Commerce”) determination that certain rough forgings imported by Koyo are within the scope of the antidumping duty order, entitled Antidumping Duty Order, Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From Japan (“1987 TRB Order ”), 52 Fed.Reg. 37,352 (Oct. 6,1987).
