MEMORANDUM OPINION

LAMBERTH, District Judge.

This case comes before the Court on the motion for summary judgment of defendants United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and Department of the Air Force, Office of Special Investigations (AFOSI), and plaintiffs response thereto. Plaintiff Harry C. Piper’s cross-motion for summary judgment, defendants’ response, and plaintiffs reply is also before the Court.
