MEMORANDUM OPINION

RICARDO M. URBINA, District Judge.

This matter is before the court on the parties’ cross-motions for summary judgment. 1 For the reasons discussed herein, the defendants’ motion will be granted in part and denied in part.

I. BACKGROUND

The plaintiff brings this civil action under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, against the United States Department of Justice (“DOJ”) and two of its components, the Federal Bureau of Investigation (“FBI”) and the Executive Office for United States Attorneys (“EOUSA”).
