MEMORANDUM OPINION

This matter is before the Court on defendants’ motion for summary judgment. For the reasons discussed below, the motion will be granted in part and denied in part.
I. BACKGROUND
In April 2007, plaintiff submitted to the Federal Bureau of Investigation’s Washington, D.C. headquarters (“FBI”) a request for information under the Freedom of Information Act (“FOIA”), see 5 U.S.C. § 552. 1 Compl. at 2 & Ex.
