There are three questions presented in the Phillips case:(1) Did the Industrial Commission take “final action” on the claim of Phillips?(2) What construction shall be given to Section 1465-69, General Code of Ohio, involving the rights and duties of self-insurers?(3) Was there any right of appeal by Phillips, after he had received compensation for temporary disability, when the application for permanent total disability compensation was denied?
