Project, Inc. (hereinafter, “Project”) appeals from the trial court’s judgment dismissing its petition for declaratory judgment against Productive Living Board for St. Louis County Citizens with Developmental Disabilities (hereinafter, “PLB”) for denying funding to Project’s sheltered workshop. Project raises two points on appeal. First, Project claims the trial court erred in dismissing its petition in that Project has standing to sue.
