The Ste. Genevieve school district and Mikel A. Stewart, an individual, appeal a trial court order dismissing their joint petition for declaratory judgment based on lack of standing and failure to state a claim upon which relief can be granted. After the court of appeals issued an opinion, the case was transferred to this Court. Mo. Cont. art. V, sec. 10. The judgment of the trial court is reversed, and the case is remanded.
