The defendant, publisher of a weekly news-
paper, was convicted in the Municipal Court of Abseeon of having carried on the business of publisher without a license in violation of a local ordinance. His conviction was affirmed in the County Court, and his appeal to the Appellate Division has been certified under R. R. 1:10-1 (a).
In 1931 the City of Abseeon adopted an ordinance which provided in section 1 that no person shall engage in “the carrying on of any store, business, trade or occupation” in Abseeon without first obtaining a license as…
