This action involves a petition filed pursuant to the International Child Abduction Remedies Act, 42 U.S.C. § 11601, et seq., and the Hague Convention on Civil Aspects of International Child Abduction (hereinafter “the Hague Convention”). Plaintiff-Petitioner Bryan Grant Anderson (hereinafter “petitioner”), a citizen of New Zealand, seeks the return of his minor daughter, Beth Peggy Paterson.
