The appellants contend: (1) The County School Committee lacked jurisdiction to make the order because the statutory notice requirements were not substan*521tially complied with and the decision to reorganize the district was not made at the conference with the interested school boards, and (2) the County School Committee’s order was unreasonable and arbitrary.
