COLINS, President Judge.

The City of Pittsburgh (City) appeals an order of the Court of Common Pleas of Allegheny County (trial court) denying its motion for post-trial relief.1 We affirm.

On August 17, 1988, Carl Ellis (Ellis) sustained serious injuries as a result of a fall on a set of steps on City property. Ellis filed a writ of summons on August 7, 1990, and thereafter a complaint on September 11, 1990, seeking damages for these injuries.
