LILLEHAUG, Justice.

Appellant Tony Webster sought public government data from respondents Henne-pin County and the Hennepin County *291Sheriffs Office (collectively, Hennepin County) under the Minnesota Government Data Practices Act (the Data Practices Act). See Minn. Stat. ch. 13 (2016). Dissatisfied with Hennepin County’s response, Webster filed a complaint with the Office of Administrative Hearings.
