Plaintiffs in this consolidated action represent the domestic prestressed concrete steel wire strand (PC strand) industry. 1 By motion for judgment upon the agency record, they challenge as unsupported by substantial evidence and otherwise not in accordance with the law four final negative injury determinations by the United States International Trade Commission (ITC or Commission) involving imports of PC strand from Spain, France, the United Kingdom, and Brazil.
