The Defendant in this class action, Jeffrey C. Miller, as Director of the Illinois Department of Public Aid (“Department”), appeals from the district court’s order enjoining the Department from exceeding stipulated time limits in processing applications under Title XIX of the Social Security Act, 42 U.S.C. §§ 1396 et seq.
