MARTIN, Judge.
The issue before this Court is whether Chapter 78 of the 1991 Sessions Laws is violative of any of the provisions of the North Carolina Constitution as alleged by plaintiffs. We conclude that it is not and affirm the judgment of the trial court.
At the outset, we note that plaintiffs have failed to set out or argue in their brief several of the assignments of error contained in the record on appeal, and particularly their assignments of error related to the allegation in their amended complaint that the failure to provide a “status quo” option in the referendum required by…
