CORCORAN, Judge.

I. FACTS

In 1975, the Arizona Board of Regents (the Board) entered into a contract with Mardian Construction Company (Mardian) for the construction of a multipurpose facility called the “Ensphere” to be located on the Northern Arizona University campus in Flagstaff, Arizona. The facility, a sports, cultural, and recreational stadium, features a glue-laminated dome constructed primarily of wood.
