The City of San Antonio appeals the trial court’s denial of its motion to abate and to compel arbitration. We reverse.

Background

In his amended petition, Appellee Gerard Cortes, a San Antonio firefighter, al leged that the current Collective Bargaining Agreement (CBA), which was agreed to by the City and the Union, sets forth health benefits for active San Antonio firefighters like Cortes.
