OPINION

CANTU, Justice.

This is an appeal from a dismissal, for lack of jurisdiction, of appellants’ action against the appellees, the Kendall County Appraisal District, the Kendall County Appraisal Review Board and Southwestern Appraisal Company, Inc. Appellants, 148 individuals who own property situated within the Kendall County Appraisal District (District), sought damages, injunctive relief, declaratory judgment and a writ of mandamus to require the appellees to administer the tax laws in a constitutional manner, and to prevent them from certifying the 1985 Kendall County tax roll.…
