Plaintiff Roger Williams is a Washington Metropolitan Area Transit Authority (“WMATA”) bus operator and a member of the Amalgamated Transit Union Local 689 (‘“Union”). WMATA and the Union are parties to a Collective Bargaining Agreement (“CBA”), and Plaintiff alleges that WMATA violated the terms of the CBA when it accused him of violating its periodic drug testing guidelines and subsequently suspended him.
