This breach of contract case arises from a labor dispute between an employer, Washington Metropolitan Area Transit Authority (‘WMATA”), on the one hand, and on the other hand, a WMATA employee, Officer Mark Millhouse (“Officer Millhouse”), and his union, the Fraternal Order of Police Metro Transit Labor Committee, Inc. (“Union”).
