Pending before the court are the parties’ cross-motions for partial summary judgment regarding the treatment of Pay-As-You-Go (“PAYG”)1 post-retirement benefit (“PRB”)2 *801costs following the 1993 closing of two business segments formerly held by the plaintiff, General Electric Company (“GE”): GE Aerospace (“GEA”), and GE Machinery Apparatus Operation (“MAO”).
