This appeal arises from a series of multidistrict litigation cases regarding the disclosure and use of drivers’ personal information under the Driver’s Privacy Protec tion Act of 1994 (“DPPA”), 18 U.S.C. §§ 2721-25. The plaintiff-appellants are Florida drivers who received automobile registration renewal mailings from the state, which included advertisements and solicitations.
