The relevant facts for this opinion are as follows. An accident occurred on U.S. Highway 160 that killed Carl and Valerie Little Holly. Allstate, an insurance company, filed an interpleader action in the Kayenta District Court to distribute proceeds from a contract it had with its insured to pay tort damages.
