PROCEEDING on Certiorari to review an order of the Railroad Commission requiring a municipal corporation to file a schedule of rates for electric service. The facts are stated in the opinion of the court.

The charter of the city of Pasadena, adopted' in 1901, gives it power to construct and operate electric works and supply electricity to its inhabitants for light and heat. The city constructed electric works, and prior to 1909 began to supply its inhabitants with electricity. In 1909 it extended its wires into the adjoining city of South Pasadena, and ever since that time it has been supplying electricity to the inhabitants of the latter city for similar purposes.
