LAVENDER, Justice:
Plaintiff filed suit against defendant as Administrator of the Oklahoma Department of Securities alleging he proposed to submit to defendant a registration statement for public sale of interests in a limited partnership to be formed pursuant to The Oklahoma Uniform Limited Partnership Act (54 O.S.1971, § 141 et seq.). Under the proposed plan, the capital of the proposed partnership was to be used to purchase liquor.
