delivered.the opinion of the court:

Morris Rosenbloom & Co., appellant, was the unsuccessful petitioner for the remission of additional duties in the court below. The *46petitioner was not the importer of the goods, nor was petitioner in any way connected with the importer, either before or after importation, and to that extent this case is different from all other cases of remission, involving the Tariff Act of 1922, which have been before this court.
