MEMORANDUM AND ORDER
BLAIR, District Judge.
The court will not attempt to recount the history of this quixotic odyssey which threatens to become a latter day Jarndyce v. Jarndyce. 1 The earlier campaigns of this crusade are described fully in Parish v. Maryland & Va. Milk Producers Ass’n, 250 Md. 24, 242 A.2d 512 (1968) (Parish I), and Parish v. Maryland & Va.
