Laminated Woven Sacks Committee et al. (“LWSC”) appeal from the decision of the United States Court of International Trade (the “trade court”) reversing the final results of a second administrative review of an antidumping duty order for Chinese laminated woven sacks by the United States Department of Commerce (“Commerce”) that retroactively suspended liquidation instructions implementing a country of origin determination.
