This action is one under the “Uniform Declaratory Judgments Act,” Section 10 — 2001 et seq., 1962 Code of Laws, brought by a taxpayer of the District, Heyward K. Kleckley, the appellant herein, individually and representing all other taxpayers and property owners within Richland-Lexington Airport District. The purpose of the action is to enjoin the Richland-Lexington Airport Commission from issuing general obligation bonds pursuant to a 1975 Act bearing ratification No. R-121, on the grounds that such Act violates Art.
