We granted Hudson’s application to appeal from the dismissal of his petition for writ of certiorari to consider what effect the Civil Practice Act has on certiorari proceedings reviewing the lower tribunal’s decisions.

Hudson was cited for an alleged violation of the zoning ordinance of the City of Doraville, and sentence was imposed on May 17, 1994. On June 16, 1994, his application for the writ of certiorari was filed against “The Honorable James W.
