Plaintiff, Metric Constructors (“Metric”), seeks to recover expenses it incurred while completing work on the plumbing and air ventilation systems of the Kennedy Space Center (“KSC”) Space Station Processing Facility (“SSPF”)1 under a contract with the National Aeronautics and Space Administration (“NASA”).
