I. Introduction

This case pertains to a government contract for construction of a military storage base in Israel. The plaintiff, A.A.B. Joint Venture (“AAB”) seeks compensation on behalf of its subcontractor, Rolider Ltd. (“Rolider”), for increased costs incurred due to alleged defective specifications and/or alleged changes by the government’s responses to certain requests for information (“RFIs”).
