ROSS, Circuit Judge.
Section 11 of article 11 of tlve constitution of the state of California provides: ‘'Any county, city, town or township may make and enforce within its limits all such local, police, sanitary and other regulations as are not in conflict with the general laws.” By section 22 of article 1 of the charter of the city of Los Angeles that city is given the power "to make and enforce within its limits such local, police, sanitary and other regulations as are not in conflict with general laws and are deemed expedient to maintain the public peace, protect property, promote the…
