The plaintiff, Organic Consumers Association (the "OCA"), initiated this civil action in the Superior Court of the District of Columbia (the "Superior Court") against the defendant, R.C. Bigelow, Inc. ("Bigelow"), asserting that Bigelow violated the District of Columbia Consumer Protection Procedures Act ("CPPA"), D.C. Code § 28-3904 (2012). See Complaint ("Compl.") ¶¶ 102-22.
