MEMORANDUM OPINION In January 2020, Plaintiff Breathe DC sued Defendant JUUL Labs, Inc. in District of Columbia Superior Court. Breathe DC alleged that Juul had violated the District of Columbia Consumer Protection Procedures Act by advertising its electronic-cigarette cartridges in a misleading way.
