Appeal from a judgment of the Supreme Court at Special Term, entered October 18, 1977 in Albany County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a fair hearing decision of the Commissioner of the New York State Department of Social Services.
