Plaintiff, Amanda Folsom, individually, on behalf of her minor grandchildren and on behalf of all persons similarly situated, brought this action pursuant to 42 U.S.C. §§ 602(a)(1), (a)(3), (a)(24), 1983 and 1988, seeking declaratory and injunctive relief from the New York state practice of reducing the shelter allowance under Aid to Families with Dependent Children [hereinafter “AFDC”] when the recipient of such benefits resides with a Social Security or Supplemental Security Income [hereinafter “SSI”] beneficiary.
