This is an action to review a final agency decision by the Department of Labor’s Administrative Review Board under the Administrative Procedure Act, 5 U.S.C. § 701 et seq. Before the Court are cross-motions for summary judgment by the plaintiffs and the defendants, along with the plaintiffs’ motion for leave to supplement 'the administrative record.
