MEMORANDUM OPINION
HUVELLE, District Judge.
Plaintiff Viacom, Inc. brings this suit against the United States under § 107(a) of the Comprehensive Environmental Response Compensation and Liability .Act (“CERCLA”), 42 U.S.C. § 9607(a). Plaintiff seeks to recover costs incurred in cleaning up environmental contamination and seeks a declaratory judgment of liability for any future cleanup costs under 28 U.S.C. §§ 2201 and 2202 and CERCLA § 113(g)(2), 42 U.S.C. § 9613(g)(2). Defendant has moved to dismiss the suit, arguing that § 107(a) does not provide for a “potentially responsible party” (“PRP”)…
